Question 1

I want to use this to print shipping labels only. Avery 5160 & Avery 5164. We intend on printing 200 - 300 labels every month. Would this work for us?

Newegg does not allow me to post a link to the hp document about this, but if you go to HP's website and in their search bar put the following document number c04813207, it will take you to their information regarding printing labels with this printer. 
I highly recommend you find that article, but I will summarize:
HP states that you MUST use tray 1, which is the manual feed tray. Their statement is that Tray 2 DOES NOT SUPPORT PRINTING LABELS but TRAY 1 DOES. Again, Tray 1 is the manual tray. There is a bit more information on a couple of settings to make, but to simply answer your question, if you use tray 1 and set the printer correctly, you should have no problem printing the low quantity of labels per month.
Enjoy the printer. It is a little workhorse.

That model can connect either with a USB cable or network cable.  The easiest way if you only have 1 computer is with the USB cable that goes directly from the port on the printer to the port on the computer.  If you have more than 1 computer and want to share it AND if you have a router (wifi router, cable modem, etc) with more than 1 network port (Ethernet port), you can use a network patch cable to connect from the network port on the printer to an open port on a router/switch.

Trying to print a form that is 8.5 x 11.5 and has a light weight printable card affixed to it.  The stock for the form is 80# cover stock.

how do I turn off the high pitch tone that happens when this printer is printing?

If it is the high pitched noise I am thinking of it is usually caused by a refilled or refurbished toner cartridge. It does not seem to cause any damage. Try a different toner cartridge (preferably a new one) and it will probably go away. Some refurbished brands are better than others. Some brands will exchange noisy cartridges.

Can you set the static network IP from the front panel? Will use Linux Mint with HPLIP (version 3.15.11 minimum required, and Mint 17/18 ship with 3.16.3) and I won't be able to use the utilities on CD-ROM to set IP if that's their method of doing so.
