Is this a disc or download?

I bought the disc of it. Its vista only but I was able to get it working on windows 7 after downloading a newer version of the "games for windows market place" software.

Is this the USA version or PAL?

This is a USA version for Windows Vista/7 PC.
Installing on Windows 7 will require Windows Live ID account.
Create one before install Halo 2,

Are there active online multiplayer servers for this game? Can I install this on Windows 8.1?

The online multi-player servers are shut down. That was part of the Games For Windows thing, which they have since shut down. I believe there are a few that have managed to get it to work on Windows versions newer than Vista. I personally was not successful in getting it to work on my 8.1.

Does this come with the key code for online or is it only single player?

yes, if you are having issues with it contact Microsoft they'll give you a new key. I had to do that.
