I haven't tried this with this exact equipment, although I fully intend to . I did have that configuration operating very well with an earlier generation of equipment (Homeplug 1 compliant). Functionally, when you have two powerline units, it's equal to a run of cat 5 cable, just not as fast. With three or more, they form a hub. You can hang a switch off one of that hub's ports, same as any other hub.

WHY IS MY ADAPTER NOT WORKING ?

I would check a couple of things. One test it on an outlet near to the outlet you are using with your router. Don't use any power strip to start. Put to other device on a close outlet on the same electrical circuit. If it works there then you know the equipment is hooked up correctly and working. After that things can get complicated if power strips involved or the other outlets are on completely different circuits. Electricians have told me there is a bridge device they they recommend hooking on the circuit breaker panel. Haven't had to try this as yet. I have 3 pairs of these working in different houses but have had a few problems trying to use them in a large commercial building where there are many different circuits.

I have a 2010 version plasma tv that does not have built in wireless.   Does this product allow me to run a HDMI cord between the tv and this Powerline to pick up the internet in the tv or how does it work?

No.  This device is used to connect the TV to the internet via Ethernet cord. You'll need another powerline adapter on the router side. i.e. from the router [via cable] to powerline adapter plugged into outlet 1, 2nd powerline adapter at power outlet 2 via cable to device [TV in your example].
