Is this a Modem router or does it require a modem?

It requires a modem for internet access.

I have a cisco linksys e2000 model BEFSR41 Cable/DSL Router. Can this be used with Microsoft Window 10?

Yes. it's a little hard to load the software but I went to the home page after I plugged in everything, 192.168.1.1 and the u: admin p:password generic login but it was a snap after that.
