What are the licensing requirements of Cisco for this device? Does the license expire and if it does will the device cease to function?

That is a better question for Cisco.   There are different versions of Cisco software.   For vpn connections, clients and features.  It will run fine weather or not you keep their Cisco smartnet.

Question 2

I have a cloud based phone system that uses an ethernet cord to connect.  My cable company has installed a fiber optic system for the phone and internet service but it is in a closet about 6 yards away from where the connections need to be.  The old telephone lines are near where I need the service to be.  Will this router allow me to connect the ethernet to it and then connect the router via a regular phone line to utilize the fiber system connected together in the closet?

no-the router needs a CAT5 or CAT6 network cable to connect to your  modem that the cable provided. You may need to connect your router and modem together in the closet, and then use a powerline ethernet where 1 device plugs into a router port and ac outlet, the 2nd device connects to an ac outlet and gives you an ethernet port. Also be sure to check if the hardware provided by the cable company does not already include a router-as 2 on the same network providing dhcp will cause problems. You can still use the powerline ethernet with a cable co provided router. They sell them on newegg- I purchased a Zyxel setup and it works great. I guess last resort is a 25' network cable.

Question 3

Can I connect a Windows Phone 8.1 to this VPN?  Cisco has yet to release a client for windows phone 8.1 so I was Hoping to find a VPN router that could use IKEv2 to build a clientless VPN connection.
