Can the PoE port work as an output to power a separate AP?

No - A POE port on an Access Point doesn't provide power - it accepts it for powering the device. By using a POE injector or a POE hub you can send both ethernet and power to the Access Point on the same cable typically from your wiring closet. Your other AP would need it's own ethernet cable.
