Why are the drivers not available separately from Rosewill? Plug and Play drivers do not work for this device. Rosewill Tech support does not respond

All I can think of is Windows version number, and ensure 12 power connector is OK. I was able to plug-and-play this thing, with verified gen 2 performance. Put card in PCIe socket. Plug in SATA power connector. That's it. I am running Windows 10, build 19042. Motherboard is ASRock B460M PRO4/ac.
