Is this compatible with OOMA Office?

I would say no from my experience. It is my understanding that OOMA doesn't use IP phones but analog phones. The one client I have using OOMA has base station(s) and wireless endpoint phone adapters at every extension (basically an ATA device to convert VOIP to analog). Therefore no need for more expensive IP phones. You can buy wired analog phones off the shelf at a fraction of the cost. As a side note, all of the features that you get with an IP phone are controlled via your OOMA portal.

Does this phone come with a power adaptor?

NO! This phone is normally powered by PoE. You must purchase a power adapter separately.
