Can I use it with time warner?

This device merely repeats the signal from your wireless router, and that signal therefore can be used to access, download or view any data from any site without restriction. I've had a very good experience with the device I purchased, using it to boost the signal from the router positioned on the third floor front of my house to the first floor at the back of the house. Our only concern is the additional EMR emitted, but that's probably a small amount incrementally and well worth the excellent signal we get.

Can I use it to connect my non-WiFi TV to the home network?

If your TV cannot establish internet access directly, then, no, you cannot connect the TV to this device. However, if your TV and computer have compatible connectors (e.g., if each has an HDMI port, or RS-232, etc), then this device can boost the signal from your wireless router to your computer, which you can connect to the TV.
