Does this card take the fiber optic cable plug?

No. This is a standard RJ45 connector for a CAT5 Ethernet cable to connect to. Fiber Optic cards are sold at Newegg but are more expensive than your standard Ethernet card like this one. Hope this helps...

will this LAN card be compatible with an H.P Omni All in one Desktop with a 64 bit Windows 7 Ultimate operating System or will i need to locate another Card?

Probably not. The Network Card for an all in one is probably built into the motherboard. You would need to contact HP directly. Are you certain it is a hardware issue? Good luck.
