Like any networking device, all the parts have to be part of the same network before they can communicate. In other words, you won't be able to link between this and a smart tv or tablet, unless you have a network that lets you do so...

Yes. It will enable your PC to connect to a wifi network. Just to be extra clear though - it's not a router. That means, it won't create a wifi network for you. It just allows you to connect to them. Also, I don't believe this would work if you tried plugging it into a TV or tablet (if the tablet even had a USB slot to connect to) But a PC, Laptop, Mac brand, whatever. Those will work :D
