Can you run two internet providors as a load balancing or failover with this?

from the manual: *2.5 Gbps internet speeds require compatible service plans and equipment. 2.5 Gbps and 1 Gbps ports cannot be concurrently configured as WAN ports. why have two wan ports and not allow 2 wan ports?
