If you look down a ways in the specs it says 16gb 2x8 so it appears dual channel setup based on listed specs

yes. there are 2 slots accessible by user. You can replace installed ram with yours.

Will this support VR? Looking to play beat saber with this? (and also stream on Twitch)

It should be able to run Beat Saber, from what i can tell the 1660TI is fairly good for that, and its only backed by the beastly processor. streaming should work as well, because that's mainly CPU (I think) and as I stated it has a really good CPU. Hope this helps :)
