Yes, the one I bought had a charger. The battery also holds a decent charge, although the plastics on the battery appear somewhat worn. I can't help but wonder if the battery is rebuilt.

Does this come with the OEM Windows DVD or a Microsoft license download key so I can reinstall if needed?  What about a drivers disk?

When I bought this it did not come with a restore disc.  Usually from what I have seen, most of these refurb computers do not come with Restore Discs.  If I was you, I would not worry about the Restore Cds.  I would just install most of the programs I think I would use, then I would image the Hard Drive.  If something happens, then you can just install a new Hard Drive and re-image and you will be back up and running.

What model RAM do these laptops have?

Standard DDR3 style ram, these models run very fast and clean and have great features that others do not offer.

Does it have vPro? The sticker by the keyboard would say "Core 2 vPro" if it does have it.

It does not have any stickers on it by the keyboard. I don't know if it has that. I'd assume google the specs for the laptop.

Dell offers XP drivers for it on their website, so it would seem yes.

Does this come with Windows 10? Can you downgrade to Windows 7 if it does?

Microsoft now requires refurbishers to use Windows 10. And downgrade rights are NOT included with certified refurbisher Windows 10 Home keys. These come w/ Windows 10 Home, so you'd have to Open License new keys for 10 Pro to get downgrade rights.

Not the greatest graphic's performance, but I like this laptop a lot.  Does everything I ask it to do.  Would buy another one if I had an actual use for another one :)

It comes with an AC adapter so you can plug it in to an electrical outlet.  It comes with a rechargeable battery installed too.
