Are the storage and RAM upgradable?

As you can read in the specs, the RAM is upgradeable to 20gbs, no more than that. It has 4gbs solder in, and one slot which now has an 8gb RAM stick installed, so you just switch that out for a 16gb stick (4 plus 16 equals 20).

I made some mistakes setting it up - want to reset it back to like it was when I rec'd it. Want to start all over setting it up. Is that possible?

Yes, it is. Simply search up "factory reset" in settings and factory reset the device. This will take like 2 hours, though.

Is this laptop chassis made of plastic or metal?

Plastic, I like it much better it does not get ice cold in cooler weather like metal and it is so light you will not believe it. It does run hot but it is supper fast.
