Does this Laptop come with the touchscreen pen?

The one that I received did not have one, nor a space in the box for one.  I believe those are only included with another Surface product like the book model.

From the point of view of having two of these laptops.  If you’re looking to use that pen for more than a different way of pointing, you’d be better served with one of the models that fold down flat.  It would be a pain to try and write on the laptops screen as it only opens up as far as shown in the listing.

Which Generation laptop it is ? Is it Surface laptop2 ? When did this Generation laptop released?

It's a gen 1, originally released in 2017. Primary difference between the new ones seems to just be processor generation. I'm sure the board has some differences as well but they are probably negligible. I just got one about two weeks ago and it's an outstanding computer.

Is there a USB port?  If not, what is the best option dock for this unit?

Yes, this does have a single USB port.
It depends on what you are looking for when you dock.  This single USB port will not get you very far.  Microsoft sells a dock for the Surfact that plugs into the magnetic side connector where you would normally connect your power supply.  This is where the magic happens.
This dock provides multiple mini-DP and USB 3.0 ports, allowing it to act as a desktop.
This dock also provides what I wish Microsoft would have provided on the Surface--Gigabit Ethernet.  My house is completely wired for this.

Is this a good option for Paintshop photo editing?

With powerful software such as Gnu Image Manipulator Program and Adobe Photoshop this computer will run slower than you will want for professional use. 
I would suggest a newer more loaded Microsoft Surface if your primary use is photo editing.

can I install windows 10 pro for free if I buy this? Or has that offer Microsoft had when this laptop first came out expired?
