Can the 4 port hub be plugged into a laptop?

Sure. Works with any computer that has an available USB port. Connecting multiple devices with high power draw (external hard drives, for example) may require additional power through an adapter plugged into the wall (not included), but I've found that's not a common situation.

how long is the cord?

It's at least 24". It's not huge but it was long enough.
