Without powering the fan how do you tell which direction the air will flow?

Typically they have small arrows on the side depicting air flow. If not you can look at the fan blades. The side that is more parallel to the fan casing will be your intake side. The side more perpendicular will project the air outward.

Do these fans come with any silicone fan mounts?

No they do not. But I cut small pieces of an old rubber mouse pad and made my own fan mounts

Can these fans connect directly to my power supply, or are they only able to connect to my "system fan" slots on my motherboard?

Accepted Answer

These will not connect to your power supply. They will connect to your motherboard.
Or, you can get adapter wires that will connect to your power supply wires, that can then be connected to the fans. Which wires you need depend on the connections you have that are available on your power supply.

does the led turn on and off ?

The short answer is no.

Reason:
It depends what you mean by 'turn on or off' the LEDs, as in turning it on and off manually/automatically? The LEDs only work when the fan is reciveing power (turned on) from a PSU through the motherboard or PSU itself. the LEDs do NOT turn on or off without turning on/off (eg turning on/off the PC or unplugging the fan itself, don't unplug it though) the PC/fan, but you can turn the fan off without turning off your PC, that is, if you have a fan controller with the ability to turn off (cut power off) the fan(s). The LEDs are connected to the fans main power as well the fan motor. So if you cut the main power (turn off) bolth the LEDs and the motor will not spin (vis versa if your turning it on). You need a second wire that only supplies power to the LEDs, that being said, is not aviable on this fan pack. There is a loop hole through this, but it's sacrificing time, your warranty for the fan pack, and ability to function when done 'modifying'. Witch I HIGHLY do not recommend doing unless you know what you are doing, and are willing to throw your warranty away.

The reason I went this deep into detail is that people in the future will and might ask qustions similar or the same as what you posted.

How long is the power cord?

1 ft or about 30.5 cm. It's plenty of cable for what I use the fans for.

Can I use this fan to cool a CPU or it is good only on cases?

No not directly, you can use them however to go on either or both sides of the liquid cooler such as a corsair but, I would use their fan instead as it was engineered to work directly with
that system. You can also add to the front or the top of your case to provide extra cooling.

How loud or quiet is it?

These are almost silent. I have my tower sitting next to my desk with the fans installed. One is on the front bottom and the other is an exhaust fan on top and I can barely hear either of them. The only indication that they are running is a slight flicker to the blue light reflecting off the wall.

/Will this connect to an ASUS 3-pin chassis fan motherboard?

the connector will always connect to either a 4 pin or a 3 pin as it is made to accommodate both as ALL fans are.

On a scale 1 to 10, how bright are these fans? And what kind of blue are they? Like navy blue, baby blue, etc.?

Hard to answer without a picture, but these are a deep blue, definitely not baby blue.  A very nice color.  
As far as brightness, I don't know what your scale is, but these are also fairly bright.  I have one on the back of my case (inside), and it easily lights up the case in a dark room.  If you have a clear sided case like I do, you will definitely notice them.
Very quite, moves a lot of air.  I really like it.

will these work for an HP a1130n?

Not sure what an HP a1130n is.  If it is a desktop you need to first open it up and determine that there is in fact a place to install a large fan such as this one.  Next you need to determine whether you have any spare power connectors off the power supply that are the mini fan plug type.  If not but you have unused molex (old style power connectors) connectors you can get an adapter to go from molex to this type of connector.
