my motherboard has four pins. I need to know if this fan has four pins. for the motherboard?

This fan is a 3 pin fan. But, you can plug 3 pin fans into the four pin headers, the fourth pin just isn't used. It should work fine, there just might not be as extensive software based speed control, the third pin is used to control speed by regulation of voltage, but the fourth pin regulates by PWM. So, you may have to investigate exactly how the fan would work with your specific motherboard. But, yes, in general, this fan should work on a motherboard with 4 pin headers.

What shade of blue would you say this is?

It's a bright blue.  If you look up coolermaster blue led fan in a google image search the pictures are pretty true to the actual color.

Question 3

Would 2 of these fans be a good replacement for the fans on a
Cooler Master Nepton 280L – All-In-One CPU Liquid Water Cooling System with 280mm Radiator and 2 JetFlo Fans ? I am looking for the best airflow over the radiator.

They should work with the standard 14CM mounts found on your radiator. However, I own one of these and the airflow is mediocre at best, and is not PWM capable. I would recommend cougar 14 cm fans for use on the radiator for more efficient cooling.

One of the pictures shows a 3 pin to 4 pin adapter.  Does this come with the fan?

The adapter was included with the fans that I purchased, although that was several years ago.  I would assume they are still including the adapters.
