Question 1

I'm not totally sure how the PWM sharing works. Does it mean you can run two or more PWM fans off one PWM header?

Yes, you can run more than one, as it connects to the CPU fan spot on the MOBO, or the other fan slot on the MOBO if you have another one and don't want to attach it to the CPU, and then you can either connect the CPU to the PWM, or connect another PWM to it.  I chose to go off the CPU fan pins, as it regulates the fan speed based off of your CPU fan, so if it doesn't need to be running high, it will slow down or speed up accordingly.  And, yes, they are fairly quiet, as the sound didn't increase much installing 2 of these fans.

Question 2

I just picked up a Z390 motherboard and the case fan header is on the bottom of the board. Is this long enough to reach? Thank you

Maybe not!  I have never found a fan that could reach from the front of the box across the motherboard to the connector I wanted to use.  But as mentioned, there are other connection - maybe a pump header or something.  You can get 4-pin extensions but they are hard to find.

Is the connector 3-pin?

The connector on this fan is 4 pin.

All fans which indicate they are PWM must have a 4 pin connector on the end of the fan cable. The fourth pin is required to support the PWM feature. However, most all PWM fans are backwards compatible with the 3 pin header present on many motherboards, and should work just fine when plugged into a 3 pin header. Just observe the wire colors, and let the fourth pin hang off the end unused.
