Is this fan compatible as a replacement fan for the Dell Optiplex 755?

Sorry, I have no idea.
If you own the box, you would open the box then check out
(a) the size of the fan, (b) how many pins are used for the CPU fan cable connector which is connected to the motherboard.
(a) should be 120 mm, (b) is perhaps 4-pin connector.
If your box is NOT Mini Tower model, (a) is probably smaller than 120 mm.  Regarding (b), I have no idea if regular chassis fan works fine properly as CPU fan.  A CPU fan usually has
4-bin connector.  I know a CPU fan which has 3-pin connector works fine as a CPU fan, but no idea whether a 3-pin chassis fan works or not connected to the CPU fan connector on the motherboard.

I can't get the screws in, help?

Yes, that is a problem.  I very carefully drilled out the mounting holes in the fan frame to accept the screws.  I removed an extremely small amount of material, and I used a drill press so that the drill bit was perfectly centered on the holes.

how many amps needed for high speed?

Unknown and I am not sure how I would measure amperage.
Fan is quieter than the last one that came with the case and the most I have to use it is on MED speed.
