Suggest good motherboards which fit wid dis cooler wid i7-5820k processor?

It fits perfectly on my gigabyte G1 gamer 7.  I also have the huge GTX 980ti K|NGP|N in the first slot with plenty of room.  I added the noctua nf-f12 12 cm pwm fan on the front heatsink so I could have adequate clearance over my ripjaws memory sticks.  A 14cm fan on the front would not have fit.

Question 2

Can you lower the fans by moving the clips down on the heatsink?

Yes you can.  I actually did this to increase air flow across my motherboard VRMs.  Center mounted fan can be moved down so the top is flush with the top of the heatsink.  If you are running a second fan on the outside of the heatsinks you may have issues with the fan mounted on the outside bumping into components under it so watch your clearance height there.

How does this perform compared to the standard nh-d15?

It performs the same asnh-d15 but allows for taller RAM.  It comes with the mounting harness (wires) for a second fan so if you want to just buy another Noctua fan to mount on it.  I used it with just one fan and mounted the fan low so it would blow across the board as well as through the heat spreaders.  Kept my AMD chip cooler than many of the review temps for AIOs so I never bothered mounting a second fan on it.  If you want to run it super quiet though two fans in a push pull running lower speed would cut down on the noise.  But really I didn't think it was to loud.  Have been using for three years now and absolutely love this cooler.

Question 4

I'm wondering if this will be sufficient cooling for the just announced 9th Gen Core i7-9700k and i9-9900k.  Additionally, are there concerns with mounting this given the layout of the new Z390 motherboards?

As long as your MB (CPU series) is on the list, your RAM modules aren't overly tall & you have a huge (wide) case, this cooler will work for the chip. Noctua often upgrades any adapters, if needed for new chipsets, at no extra charge (may have to wait for shipping).

With DDR4 RAM, most of these modules are tall, one of the reasons where a big mid tower or Full size ATX case is needed. I got away with my mid tower, a Fractal Design Define R5, because it's larger than most in it's size class, much more so depending on other brand/model case.

As far as the cooling goes, keeps my overclocked i7-4790K (4.7GHz on all cores) cool at both idle & under load, of course the CPU was later delidded, which helped greatly. Still, the Noctua NH-D15, to which I'd later order the same exact fan to have in essence, a NH-D15, has been a fantastic cooler & even if I sell this build, the is cooler staying with me!

Wish I could be of more help, but I do feel it'll cool your CPU effectively, as long as it fits. You can always move the fan up a bit if needed, provided (again & key) your case is wide enough.

Does this work with 1151 socket?

Fits LGA1151 just fine. Some reviewers apparently attempt to build a system with a hammer as they claim the bracket will not fit 1151. It does. The 2 Intel mounting brackets each have 2 'wings' which mount on the back plate. Each 'wing' has 3 mounting positions or holes. For 1151, the middle position on each wing fits perfectly. 
If you rush and mount on wing on one of the end positions or push one end down, it won't fit 1151 and you'll need a hammer to break your mobo.

Noctua includes 3 sets of thorough directions - AMD, LGA115X  and LGA2011. My NHD15S is cooling a Coffee Lake LGA1151 8700K

Can you run this cooler DUAL fan with 42mm ram in a Fractal Design Define R5 case?

I have used this cooler on a heavily overclocked rig for over a year and still absolutely love it!  That is a very specific question.  Doing your research for you, I would say Yes.

Here is Nactua's technical specifications for height clearances of the NH-D15S
(note I couldn't include the link so go to the Noctua site at noctua.at and then to the NH-D15S page then click on the service tab and you get the size specifications you need. 
With a dual fan set up you can get 52mm of clearance for your RAM using a 120mm fan.  So the 42mm RAM should fit per schematics.

Overall height of Noctua NH-D15S is 160mm.  How much clearance above the Board do you have in a Fractal Design Define R5 case?  Per the Fractal web site it fits CPU coolers up to 180mm tall so it will fit.

Note you can also slide the fans on the Noctua down and gain as much as 5mm more clearance.  I like it set up this way better any how as the fans provide some additional airflow to the motherboard heat sinks when positioned lower.

Also if you are going for quite use the noise reducers for the power plugs that ship with the Noctua fans.  Or adjust fan speed in Bios.  2 fans is really overpowered for this cooler unless you are really overclocking the snot out of your rig and want to achieve water cooled levels of cooling with air (which this cooler can do with two fans on high).

Question 7

What Noctua fan should I get to match the bracket if I wanted to add a second fan?  Or if I wanted to go for one of their 2000rpm models, should I get the 120mm versions or 140mm versions, would either fit?  I'm not sure because the fan in the pictures here is one of those special 140mm ones with the 120mm screw fittings.

What are you trying to cool?  Not sure you realize what an awesome cooler this is.  I am running it on one fan to cool an AMD Phenom II x6 1100T overclocked to 3.9GHz.  It idles at 20c and runs Prime 95 blender at 37c.  If you are going to get two fans, just  pick up a NF A15 PWM so the CPU/BIOS can control the fan speed.  I also think two fans is overkill but you could run both fans with the low-noise reducer.  This would run the fans slower and quieter but with two fans you will have 1.5x the air flow of one fan on full with less noise.  My cooler has been running for over a year on the overclock 24/7 with one fan.  Rock stable cool as a cucumber.  This cooler is awesome!

Seeing a lot of information for older hardware. How will this do with an intel i7 14700k and a Cooler Master HAF 932? Planning on having only 2 RAM modules installed. I do NOT want water cooling
