Is the CPU removable?

The equipment needed to remove (unsolder) this cpu is not something found outside an electronics repair facility. It's not removable without unsoldering the cpu from the motherboard. If you're purchasing this unit thinking you can easily upgrade the CPU it's probably not going to be economical for you to do so.
