can you play PSP games on Vita?

I don't see how. Their is no place to put the disk. It only has a sd slot for the game and one for memory. Over a network it may be possible if your PSP is connected to a network and you can connect you vita to the same network you may be able to browse into the files but I would not count on it. I have found evening connecting my Vita to the PS4 which it is designed to do a arduous and off fruitless task. All the stars have to be aligned  with a broad band connection on both ends of the internet to assure seamless integration.   My advice -> sell your PSP and games or just play them as is.

Yep, brand new I had to install a system update. You will also have to buy a ps vita memory card to install any games, but they're 10-20 bucks friending on what size

Do i need to use the 3G option on the device. Or can I only use wifi?

There is no need to use the 3G if you do not want to.  It is only an option, and you don't have to sign up for AT&T service unless you desire it.  Wi-fi works just fine on it's own.

Yes it does, a 4gig. May want to upgrade though. I filled mines up pretty fast with a few demos (lol) and the TWD Game is a few gigs on it with the other apps pre-installed.

No. Its really only used for online play/syncing trophies. I don't even use the 3g (it was on sale cheaper then the regular WiFi model).  I use this a lot with the WiFi off completely. 
-Digital games work fine after the initial download. 
-You can even install the game after downloading without WiFi.

CAN PS VITA PLAY GAMES FROM THE PS4 W/O CD'S?

As long as the game is compatible with "crossplay", from what I have heard all PS4 are suppose to be compatible with the Vita. This wasnt true for most titles on PS3.

Where could I get more memory for this if I felt like I needed more?

You can buy memory for the Vita in 4gb  16gb 32gb and 64gb sizes. Its just a small memory card thats unique to the Vita.

Unless a product says "USED" it is new. I don't know what that chip is. If you meant to type "memory card", the answer is no. You must buy those separate.
