Yes, you can use a USB-C data cable to play wired on Windows (with or without batteries). If you have a battery pack, you should be able to charge it with a USB-C charging cable or data cable.

There is no mention of an adapter for PC included with the Xbox Core Controller - Robot White.

Battery is not built in. The controller takes either two AA battery cells (it comes with a pair) or a Play-and-Charge battery pack (the one for Xbox One controllers will work with this, too).
