Can you use voice commands using the PS4 camera with this game? For example, say "spike" and they spike the ball or say "no huddle" and it hurries everyone to the line.

I do not think that is a feature. I do not have the camera, but there are no voice commands with the headset, and the two are generally interchangeable.
