Yes. It comes with a voucher for The Lego Movie video game from the Playstation Network (can only redeem it online only. You can play after you download it while offline I believe).

to play a game just buy a vita code or download through the app store?

It's linked to PSN. Any game you get you'll have to download via PSN either way. There is a "Redeem Code" in the menu, but I'm not sure if a VITA code will work (never owned a VITA, nor bought just a code).
