Can i store the video locally on my current video surveillance system or only on the cloud?

No you cannot. It has build in 8GB storage and video clip will be stored for 24 hours. If you subscribe to their cloud service then I believe the video clips will be stored in cloud for 30 days.

what can you do if there is no WiFi?

If there is no wifi, it is useless. it will be a glorified 100 dollar doorbell with no video capability
