is this fully compatible for android phones & tablets. What MHL standard does it support (MHL 1 & 2) for 5 pins? Can it also support MHL3 standard for Samsung phones?

I bought this for use with my Samsung Galaxy S3 but the micro usb was not compatible (the pin's were mot matching up, preventing a proper connection of the usb cable). S3's use 11-pin which leads me to conclude this is the 5-pin. Apparently most Samsung MHL capable devices after Galaxy2 use this 11-pin standard.

How and if this cable supports android phones & tablets really depends on the manufacturer.  Look into spec data of the device you have before you buy, or you will be making my mistake.

Question 2

I need a i.LINK cable from the mini dv deck to HDMI. Is this cable the same as an i.LINK as it just states micro?

No, this is not an i.LINK connector.  A quick search found that i.LINK is (was) a Sony name for the IEEE 1394 Firewire connector.  This is an HDMI cable, not a Firewire cable.
