Yes, they have USB ports and support most keyboards and mice. SteamOS is built on Linux.

You can also wipe the OS and install a more fully featured Linux with no problems. Mine is running Ubuntu, and plays Steam games just as well as it could on SteamOS.

Can you hook this up to a monitor and use it for gaming such as: Minecraft, terraria, etc...?

That is what is made for. But the monitor must have HDMI port.

No. The current minimum specs for VR gaming on PC require roughly a GTX 970 and a modern i7 processor. This machine runs off of an i3 and a GPU similar to the 860m.
