Does this PC come with Windows 8.1?

No, you have to install it yourself through an update, but its not hard. Just install a few updates at a time, because I tried to do many and it froze and had to revert changes.

Question 2

300w power supply? will that sure be enough?
i think 400 will be more stable no?

The 330w psu is ok with this setup. If you want to add more components that use more power then you might want to replace the psu.  Also a more powerful GPU, like GTX 770 will need a larger psu.

Question 3

I need to purchase a network card for this PC. Is the "ASUS (USB-N13) Wireless-N USB Adapter IEEE 802.11b/g/n USB 2.0 Up to 300Mbps Wireless Adapter" good for this PC?
The card says it runs n/b/g but someone has noted that this PC may need a n/a (?) Did I get that correct?
Will be using the PC for gaming. My router/modem setup is from Comcast.
Should I get this network card or is there a better one for this PC?

I used the default that came with this computer, and i have Clearwire since I live out in the country, and even tho Clearwire is not the greatest ISP out there it gets the job done. I can't say much about networks cards since i haven't the slightest of knowledge about them, so that's all the help i can offer
