does this computer come prebuilt?

Yes, all the internal parts are installed and operable before it's shipped to you.  All you have to do is plug in the keyboard and mouse (included) and the monitor (not included), then plug in the power cord.  Just turn it on and it should boot right up.  Mine did.

would would be the best graphic card you could put in this machine , and would that graphic card be able to play games like starcraft 2 on high graphics?

I use the 1GB 650Ti when i play skyrim and run that on ultra. I also have BF4 and i can run that one pretty good on medium to low since the requirements on that are 4GB of video ram.

Can you adjust the LED brightness on the tower?

As far as I know, there is no simple way to adjust the LED brightness.  You could probably rig something up yourself with a dimmer switch or disconnect the lights completely, as the lights are easy to access, but it does not come with anything.  The lights are only on while the computer is running, not while off or slept, so it won't keep you up while you are trying to sleep if that is what you are thinking.

Doesn't this nvidia card need 400w or greater PSU? That could cause system failure ??

according to nvidia the GT610 has a minimum power requirement of 300W, so this system meets the minimum requirement. It is often the case that pre-built gaming PCs will be built to spec with a power unit which is not capable of upgrading any components. As is the system runs very well, but would be impossible to upgrade without first upgrading the power supply.

I hope this helps, you have a good eye, the 300W power supply is absolutely a bare minimum.

What are the main problems with this PC?

I haven't had any problems with this PC, yet. But the only problem I see, would be that if you wanted to upgrade your graphics card, you would need to upgrade your power supply with it.

I can play Skyrim, Battlefield 3, and other games as such rather well, but not on ultra. It's a great starting PC for gamers like myself.

It's a great pc though, rather nice looking, runs great, well worth the price.

I'm looking to buy a decent gaming computer for around this price. Could this PC run games like Borderlands 2 and Call of Duty on high?

I purchased this computer for my brother around August, and he is currently running Battlefield 4 on High with no issues. I did upgrade the graphics card a bit to a Radeon HD 7xxx series, however for Borderlands 2 and Call of Duty, this shouldn't have issues running on High. I would say, for future titles, keeping up with next gen graphics is going to require a bit of upgrading, starting in the video card department. That being said, this is an excellent place to start for the price range.

The power supply is only a 300 watt, Does anyone know the range for the watt for this computer can use/handle? Also does anyone recommend any one power supply that's not over $200?

As I do not use mine for Games the 300 watts are fine with what I do. I do have a couple issues about it. The Power plug where I connects to the PC is very loose and had to but a bungy cord on it to hold it in. Also for some reason from time to time when I boot it up after it boots it will shut down. Then I get a messages that it was not shut down right. Not sure if it is the window 7 issues,

I have got this computer a little bit ago and i think tis time to up grade the video card. Right now i have the  NVIDIA GeForce GT 610. if i want to upgrade the card would the GeForce GTX 690 be overkill?

unfortunately this rig comes with a 300W power supply, there are virtually no video upgrades you could make without first purchasing a new power supply. The case has some room for expansion, but most likely the 690 (which comes with an attached heat sink fan I think) with the power supply together may make for limited space inside the case. Either way, it will be a significant upgrade.
