This system will be able to run the games you mentioned above on high to maximum settings depends on the resolution you run them at. How many FPS does it get in minecraft maxed render distance?

Stay away from the video card in this computer.  Mine burnt out in 8 months, apparently it is an issue with the GTX 960.  The fan is pretty loud, but it doesn't keep this thing from overheating if you have your video settings maxed out in a game. I have an alienware alpha now, which doesn't overheat like this computer, it's much quieter , and the custom GTX 860M delivers great performance.

i am thinking about buying this computer , so when i start the computer , is window 8.1 preloaded or i have to install it ?

It comes pre-loaded and runs through a first-time setup sequence when you boot the system for the first time.  Best to have wifi or ethernet available to allow it to do authentication with microsoft, otherwise you have a certain time limit to do it, or you can do it over the phone with them.

It comes with a little USB dongle that gives you wireless, but you're better off buying a stronger one. The PCIe slot on the motherboard is blocked off by the video card, but there's a regular PCI slot open that you could put an internal wireless card in.

The heatsink? fan is really loud. Lets say I wanted to replace it, what should I get? I really want to get a Arctic cooling fan, but I dont know what size or what to even get... does it it matter?

I replaced mine with a Corsair H80i liquid cooling system.  The CPU heatsink fan might not be the culprit - my liquid cooling system is whisper quiet while gaming, but the fans on the graphics card roar constantly like a jet on takeoff.  Makes me want to also invest in a liquid cooler for the GPU.

The case has three fan expansion slots, two on the roof of the case and one on the backside.  No idea about fan headers, but there are plenty of power connectors from the power supply available.
