Are these devices customizable?

Not very customizable. The power supply is not a standard you will find outside Dell. The most you can really hope for is upgrading the RAM and storage. They are designed to be pretty easy for a technician to repair, and they are sturdy and last a long time (seven to 10 years is not unusual) but it's not really a modder's dream system.

The picture shows for the OptiPlex 7060-T shows a cd/DVD. Does this come with the cd/DVD ?

This will not include an optical drive

Can I put a graphics card in this if I decide I want to use it for gaming?

Yes but you are limited in both width and length. Some double-slot cards may fit, but I would not put a card longer than 7 or 8 inches long in there.
