Yes it does.... I use it from my display port laptop to my HDMI TV..... Just remember to set your audio device in your laptop to the tv and not your default audio device

i got this to run my monitor at 165 hz at 1080 res. it would only run my monitor at 60hz. any suggestions or is this just  a cruddy cable?

This is the wrong cable for your application to transmit 165 hz at 1080. You need a cable designed to support high speeds and this is not it. Both higher speeds and higher resolution requires better cables and I wouldn't use this with a 2K or 4K monitor and expect it to work well either.

A display port can sense if it's feeding images to a display that's VGA or DVI or HDMI, but only upto the pre-"BluRayUltra" rate of 30frames per second at 4K. (the speed cap of HDMI before Ultra discs triggered the invention of HDCP rev 2.2 DeepColor" way of sending data into a screens HDMI port).
The "pod" version of these cables have the "buffer and re transmit" integrated circuits that can make a proper 20gigabits DeepColor stream having no 30Frames-per-second limit.

To answer your first question. I'm not sure what you mean by vc but if its an HDMI out to a Display port monitor I'm not sure that will work.

To answer your second question. Yes. In our enviroment our Output source is a Dell Computer that has a DP port on the back of it. We then connect the HDMI end into a projector. So I know that works.

I know from past experience that cables can be tricky in which way a signal is being sent. So I'm not sure. I would test this cable from an HDMI to a DP monitor if I had one but we don't. Sorry.

Will this work for an eyefinity setup? I have 3 HDMI monitors and mostly DP on my GPU.

I don't think so. I don't use eyefinity, but I do use multiple monitors to extend the desktop, and the signal goes in and out (blackout) whenever I move between monitors and whenever I'm not in the particular monitor using the cable, it's liable to flicker.
