Does this light have a strobe function?

Yes, it does. It has the four light modes: high, mid, low, strobe, and SOS.

Question 2

I know that with a soft press you can toggle between the modes (low, mid, high, strobe, sos) and with a hard press it turns on and off. When I hard press to turn on and off it still toggles between the functions (turn on, its on high. turn off and then on again it has switched to mid). How do I keep it on one mode and not have it toggled through modes when turning it on and off?

You cannot.  It's not made that way.
  The Button is strictly an on/off button that pressing softly allows you to basically cheat it & make the electrical contact without actually FULLY engaging the swtiches on/off mechanism(what locks it to one or the other). The electronics in the flashlight are programmed to switch to the next mode when going from a power off state to a power on state.

Question 3

I purchased one of these a while back and only used it a couple times and when I went to use it the other day it came on and right back off. I can't get it to work at all now. I recharged the battery with no luck and even tried the battery pack and it still doesn't work. I've tried getting on their website without success . anyone have any ideas?

Sometimes when it goes on and then off, the blob failed. The manual said to charge the battery but you did this.  It also said to check for corrosion or obstructions in the spring assembly.  If it still doesn't work, it said see warranty but it is only warranties for one year
I would go on line and find phone no. and call them; I can give you their address if you need it.
It is a great flashlight, I really like it. Never had a problem.
