Does this work with 720HDMI TV and source?

It should work with any HDMI source, regardless of the quality. It is made to split a source signal into two HDMI outputs. I use it on my Apple TV in order to watch the media feed on two different TV sets.

Can this be used for dual screen (NOT duplicated)?

From my testing, I would say no. My laptop seems to recognize the splitter as one screen. I plugged it into my laptop and output to two TV's. The TV's acted as one display as in extended mode. So they were different than the laptop screen, but not different than each other. So with a laptop in the mix, I couldn't make 3 different screens, only 2 , one being the laptop and one being the two tvs.  The cord itself has no switches or anything, so if you are trying to do this with a gaming console, definitely duplicate only. I wasn't able to test on my desktop unfortunately,  but the laptop seems to only recognize the two split displays as one display. Hope that Helps!
