Where is this manufactured?

While I don't have this, I have a similar one, and I can pretty much guarantee that it was made in China.

Can this device be re calibrated? What is it's accuracy?

Not sure about calibration, but as with many measurement tools such as this, you establish your "normal " temperature taken in a shielded area such as the armpit. Take at a particular time of day, be consistent. If your temp spikes then you may have a fever. Remember, your "normal" temp my not be the population average of 98.6.F.

So if I buy this and it's DOA, Newegg will not replace it? ("Please note that this product is non-returnable and non-refundable.")

It's considered consumable, like single-use face masks and diapers. They are prohibited by the FDA from reselling used ones, hence no return.
