Yes. Power is required to operate the fans, rotating louvres, and the water pump. I noticed there are no reviews and I own one and LOVE it! As long as you keep the water cool this thing is amazing and similar to an air conditioner. Very cool air.

can this be fitted with a float & hose, to eliminate the constant refilling?

There is no built in accommodation for that but I suppose it could be modded. Also there is no warning system when the water level is too low or empty, if it runs bone dry it's possible the pump could be damaged if left on but that has never happened to me, I'm always refilling it, lol. By the way you can use this as just a fan and turn the pump off completely, that is also an option I don't see mentioned. ..... The water pump is located to the north side of the bottom of the drawer. There is a tube that feeds the water up to top of unit where it is dispersed over the filter media. As the fan is running air is sucked from the back of the unit and expelled out the reciprocating front. With icy cold water it feels just like an air conditioner. I never thought about trying that (modding it that is). I run mine 24/7, its been running like a champ since the day I bought it. When I run out of ice I just use cold water from the fridge (icemaker/water dispenser). This thing really is awesome for the price and everyone that sees it freaks and wants one also, nothing like this sold at department stores. For the price the reliability and usefulness make it a MUST buy! (IMHO)
