Sure, meaning a dog/cat can lie next to the thing and won't be burnt if that is what you are asking.  If the animal chewed threw the chord, it  would not be a good thing... But the box is not THAT hot, and frankly does not really put as much heat out as other heaters.  It was cheap, but a disappointment to me.

Question 2

Does this heater have a thermostat to regulate the temperature?

Yes, this model does have a thermostat.  There is a high and a low setting that that are both controlled by the thermostat and the temperature can be adjusted up and down.  There is a third setting that keeps a constant 68 degree temperature.  These settings can be set with the included remote control.  The thermostat is located on the backside of the heater so be careful about setting near a furnace output.  Please note that the switch on the back of the heater must be turned on before the remote control can operate the unit; it you fail to turn it on, you will think the unit is broken.  This is a very good unit and operates well.  I have a cat that loves to sleep on top of this heater.

Are there any plastic parts that would heat up and outgas in this product?

Have not had any issues with out gassing. No plastic parts issue either. Top is wood, I think. It does not get very hot. Good as auxiliary heat with my heat pump.

if the power goes out, when it comes back on, does this unit pick up as it was operating, or does it revert to stand by, or off?

I just unplugged the unit, and plugged it back in. It stays off until manually turned on.
