Does the lid lock? I see in some reviews, yes. But don't see a spec anywhere.

No this one does not lock.  I do like the ceramic dish however.  A few others i tried said ceramic but they were just metal.  Ive really liked this one so far.  Owned for 5 months.

Does the outside get hot while in use?

It gets warm but nothing that would burn anyone. I have no issue leaving it on on the kitchen table with my small kids around.

Why are some of the reviewers commenting on the "lockable" lid when the item pictured clearly doesn't have one?

I think the newer version has a locking lid, the one I got from Newegg does not have the locking lid.
