IS THIS A NEW PRODUCT? DOES IT HAVE EVERYTHING IN THIS PACKAGE TO INSTALL?

It is a new product, yes. 
However, it does not come with EVERYTHING.
You will need mounting hardware (screws, anchors, etc, whatever you plan to use to attach it to the wall or ceiling. 
It can be used as a vented or non-vented fan.
If you are hooking it up to a vent, you may need some ducting, depending on your situation.
If you do not plan to hook it up to a vent, you will need 2 carbon filters.
I do not remember the specs off the top of my head but they were relatively cheap - $20 or so for a pair.
You should be able to look up the part number online.
You may also need some supplies for wiring.
I opted to attach a power cable and plug it in instead of hardwiring.
It was very easy for me to install and I would expect that an intermediate level carpenter should be able to handle it.
