Is the non-stick surface Teflon?  Must you use plastic utensils so to not scratch the surface? Or is the cooking surface a non-stick ceramic where metal utensils can be used?

The surface is a non stick ceramic.  It is not teflon but still is fragile so be careful not to use metal utensils or abrasive pads.  You shouldn't need to scrape or scrub.  I burned chilli on one of the large pots and it wiped away without much effort.

Will it work with induction stove top?

No, It appears to be a non ferrous aluminum alloy.  (Magnets wont stick to it.)
