Will these sticks work on an i5-3550?

That's a pcu, not a motherboard. You really need to find out which motherboard you are buying to know whether they will work because not all ram will work with all motherboards due to different pins and different motherboards will accept different speeds of ram. I have a z87 extreme6 and they are working great for me, but I haven't overclocked them so I can't speak on that part.

Question 2

I have currently DDR3 9-9-9 dual channel 4GB each.  I want to get 2 more of 8GB each.  I am also confused about the frequency mine shows 800MHz, is this a problrm?

The 800MHz is not the thing to focus on, that is simply the clock frequency interface with the processor. what you really should research is your max memory of your motherboard. as already mentioned, look into the memory finder to ensure what you get matches your system.

Question 3

I have 1 8GB Ballistix 240-pin DDR3 1600  9 9 9 24 stick and wondering if these 2 can be used together with the ballistix?  there 4 slots on board and using an AMD FX 6300 six core....thanks

They would work perfectly fine.  When pairing not exact Rams together the only normal considerations are speed and timing and you've covered that.

The only time it might become an issue is if you wanted to overclock your memory. There are other background timings (not listed in the specs) to consider when overclocking but for normal use this is perfectly fine.

If you'd like you can ignore this next paragraph.

The other consideration is if your motherboard has dual channel memory. Meaning your motherboard can treat two memory sticks as one. It makes things run a little bit faster. Considering the age of the board I wouldn't worry about it much. You're already tripling your memory size and buying a third stick in order to try and get dual channel memory might not be worth the extra money for you. and that's assuming your motherboard has dual channel memory capability at all.

the 2 sticks i have in my comp is 8-9-8-24 this one is 9-9-9-24 will it be a problem if i bought these?

There shouldn't be an issue. I went with these because they were in the supported list for my motherboard. Higher timings are generally more forgiving, but that is based on my experiences.
