will this convert my 15 pin male plug from my monitor to a USB on my laptop?

Not likely. This is for serial connections such as those used on switches for maintenance. It sounds like what you're looking for is an external video card with an HD15(blue monitor plug) connection.

Is software required to use this converter.? Will it work with windows 7

The one I have is not the 9-pin version shown. I have the din connector version. I use it to connect a din connector keyboard to various computers that only have USB connectors, like Raspberry Pis. It does not require software. I have not used W7 for a long time so I cannot say about that, but I expect it would.

I need a female 9-pin serial converter that will interface with a 9-pin male teltone device. Do they make those?
