Yes it does.  Inside the box is a little Usb flash drive that automatically boots and installs windows on your PC.

Yes, from Windows 7 or 8, but if you have a licensed and activated copy of Windows 7 or 8 Microsoft still allows free upgrades.  If you have XP or Vista, I'm pretty sure upgrades are impossible.

I'll belabor this point a bit because some people will think this is like pirating software.  It isn't.  Microsoft knows that new copies of Windows 10 continue to be activated using Windows 7 and 8 keys and could stop activating them any time it wants.  It doesn't want to.  It likes people switching to Win 10, whether they pay or not.

The notice of the supposed cancelation of free upgrades actually only stated that a tool previously used for convenient free upgrades would no longer be allowed. I'm 
a lawyer (although I'm not representing you, software licensing is not my area of practice, and you take my advice at your own risk).  That notice was written, or at least reviewed, by very clever lawyers.  If they'd meant to say that there would be no more free upgrades at all, they would have said it clearly instead of being deliberately vague.

You can still download a copy of Windows 10 from Microsoft, run an upgrade install, and if your key is stored in the proper place, your Windows 10 install will automatically be activated.  No step in this process is prohibited by Microsoft, Microsoft could block any step if it wanted to, and once you're done, your PC will report that you have a licensed and activated copy.  Having sent you that message, MS would be hard-pressed to deny that your upgrade was authorized even if it wanted to, and it doesn't.  It's happy to get paid, but really wants you on Windows 10 even if you don't pay.
 There are instructions online to see if your key is stored properly and to extract it no matter where it's stored.

Pay to upgrade if you want, but MS still lets you do it free.

Yes is full version, should be installable on a single computer indenfinitely, according to license, hence, the higher cost, but not transferable across two computers, only a single computer.

Will only be manufactured for a short period of time and then will only available as OEM version.

I'm guessing that the one with the higher number is more recent, so you will have fewer updates to download after the initial install. Either way, though, after you install and update you should end up with the same "full" version of Windows 10 Pro.

This is windows 10 PRO.
The benefit of this is that you get windows 10 install media already loaded onto a usb stick.
It includes the necessary activation code.

If you  have your own usb stick, you can download the same install media yourself.
One benefit is that you will get the latest updates included.
You will need to purchase an activation code separately.
It will come in the form of an email.

The OEM versions of Windows have been available to the general public for many, many years and have worked without problems. The main difference between OEM and Retail is that the OEM license does not allow moving the OS to a different computer, once it is installed. Other than this, they are the same OS

Does the Full Version come with multiple machine installs? 
(I/E: can i use this one copy to install Windows 10 on both mine and my wife's new PC's)

Box says single license, so I think that means one machine.  I don't recall if Windows ties to the machine code or the disk code.  I think it ties to disk code (which is better) because you can change a disk and not need to contact them but I could be wrong.  Programs that tied to the disk code are a bigger problem because you have to contact company for an exception if your disk drive fails or go for a speedier one.  But, as I said, I think single license means one machine.

Is this Flash/Jump drive USB 3.0 or did Microsoft skimp with a slower USB 2.0 connector?

It  has the fastest USB connection of any legit Win 10 installation think drive you can buy.  I guess I'm assuming MS doesn't sell different versions on USB 2 and 3 drives, but that seems like a good bet.

I guess I'm being a jerk by not taking your question seriously, but why do you care?  I bought this thing and never used the thumb drive.  I downloaded the current version of Win10 online and activated it when this package arrived with my activation key.  If you're in a hurry, that's what you should do as well.   If you want to wait for the flash drive to arrive, what's a few minutes more or less with the file transfer?  It's not like a drive that tiny is much use anyway.
