Does this work in Europe as well. On a different power network?

PSU takes 110-220V and converts it to 12V. It will work anywhere.

I want to use it for redundancy, but then I need the other connector - 4 pin for the cpu too. Do you have a solution for this?

This is item is NOT for redundancy. The only thing this accomplishes is when you hit the power button, the "Turn On" signal is sent to the 2nd PSU to turn on. This is mainly used if you want to power more items than one PSU can handle. But, DO NOT MIX. For example, if a GPU has a 2x 6pin, don't plug in a 6 pin from one PSU and 6 pin from another.

If I use this to add a second GPU and a second PSU, with that second GPU get damaged because its getting power through the PCIe slot AND the second PSU?

No. That is exactly ho wI have my current server set up. GPU mining rigs do this all the time.
