will this unit work with Windows 10?

Sorry, that I don't know.. I'm using it with windows 7. One thing ... it does have a high profile so you need to check the dimensions of your computer before you order.

After installing this card, can I get 7.1 surround sound output to an USB connected headphones that are supposed to be 7.1 compatable?

Not sure, My headphones are not surround. They also are connected to the standard headphone jack on my receiver. I was not happy with the volume on headphone out from the card, might be a 4 Ohm, 8 Ohm issue with my headphones. looking at a headphone amp to see if it helps.

will this work on a pci-e 2.0?

Mine is working in a pcie 16 slot I would think you should have no problem giving it a try.
