So this UPS gives the power (210W) but not the capacity, i.e. how long it will run at 210W (or at some lower wattage). It doesn't give the capacity of the battery either, which makes me think it must have really poor capacity if its not declared ?

You can check out the runtime chart at APC's site for this item (Newegg does not allow links).
At 210W, the published runtime is 5.6 minutes.  
At half load, you should get 20.7 minutes.
It is a small UPS, so you won't get a lot of runtime from it.

Can this be used for sump pump backup?

Is the RJ45 protection for 10/100 or Gigabit?

Not clear on your question, since I do not think this unit has "network" protection.   
the RJ45s on the back are only for protecting your incoming phone/fax/modem/DSL line, and then from the UPS to your DSL modem, etc.    The manual states "All speeds of DSL", which I would guess is in the 1-10Mbps range.  no where near the 10/100/1000 speeds of Ethernet.

But I use only Fiber networks, so I have never used this feature.

Note that the 3rd RJ45 port is for connection to a USB port for their monitoring software.

What you need is most likely their PNET1GB "ProtectNET" product.

It's often cheaper to buy a replacement batteries for UPS's than to buy a new UPS, unless you feel that the surge protection is not up to snuff. Surge protection typically will not be as effective starting 3 years of active use and later.

I do not have the exact model number, but once you do, there are several outlets online that sell replacement batteries.
