Does this unit include cables?

There is single KVM cable for the Local end, VGA and USB. You have to provide the Cat5e cable between the 2 devices. The Remote end will need to use VGA cable from the monitor and then a mouse and keyboard USB connection. I have several sets installed at AM broadcast radio stations. These devices handle the high RF environments well.

would this unit allow me to connect a pc in one area to a monitor keyboard and mouse at a remote location? What connects the pc to the unit? a serial port? Or a CAT cable?

Yes it will. Think of it as a VGA extender with keyboard capability. It comes with a special VGA/USB cable that connects to your computer then its cat5 between boxes and then VGA and USB on the other end. I even paired mine with a wireless keyboard/mouse combo and it works great!
